Go to the seond floor and talk to the proper receptionist and start trading. If it says B button cancel then one of the B buttons on your GBA is probably stuck. You are trying to trade using a DS, Won't work, DS does not support any GBA-GBA Connectivity in any game. You are using a GBC Link Cable.
Well, that's pretty much it. You can now enjoy a plethora of GBA games right on your Samsung Galaxy S3. Paid Versions Now, I've just been using My Boy! Free, which is perfectly fine if you just want to play a few games every now and then for nostalgia's sake, but saving game data will only use the game's built-in save capability. If you want more features, including saving game data to the emulator (for continuing at any time), fast forward, tilt sensors, etc., then check out the (currently $4.99).

Here's a suggestion: Use the NO$GBA emulator first of all, second of all configure the settings of the emulator so that it will emulate 2 GBA's and each GBA will have the same game, next change the link cable type to multiple (2-4 players), and now configure 2nd players controls to different KEYS then player 1 so for excample if player 1's configuration is the up key, down key, left key, right key, Z, X, A, S, C, V then have player 2's configurations be something like D,F,G,H,J,K,L. Have both players enter a Pokemon center and go upstairs then talk to the lady behind the right counter she will ask where to go choose trade center she will then save your game confirm the link by pressing A (whichever key it is for either player) then once your inside sit near the computers and now you can trade. Have player 1 choose there Pokemon by pressing A and confirming the choice, Have player 2 do the same make sure porygon is one of those Pokemon also make sure it's holding the item upgrade. When you both choose your Pokemon confirm your choices one last time and the trade will begin. If for some reason the link doesn't work at any point try changing the link cable type to wireless adapters. Porygon will evolve when it's traded and simply take it back from the other game to receive Porygon2.
